Registration Process
Step 1
Obtain registration form by sending a bank draft (price of registration form) Amounting to Rs.1 ,000/- (Rupees one thousand only) payable to DGMP OR download it from website and pay its fee with registration fee.
Step 2
Registration form, duly completed along with documents and bank draft for Rs.30,000/- (Rupees thirty thousand only) as registration fee in favor of DGMP, will be deposited in this Directorate General, for our processing.
Step 3
Registration form, duly completed along with documents and bank draft for Rs.30,000/- (Rupees thirty thousand only) as registration fee in favor of DGMP, will be deposited in this Directorate General, for our processing.
Registration Procedure with DGMP
General
All firms / industries which wish to deal with Directorate General Munitions Production, MVRDE, ARDE, Margalla Electronics and IOP will be registered with Registration Section of DGMP operating under ADMP (IP). ITs and placing of contracts will preferably be restricted to registered firms only, however a firm if found otherwise suitable may be considered for awarding a contract but a case for the registration will immediately be initiated and processed on priority.
Eligibility for Registration
Following types of firms can be considered and may apply for registration:-
- Indigenous manufacturers / fabricators.
- Agents of foreign firms / principals / manufacturers of items necessarily required as stores / raw materials for development/production of Defence Equipment.
Essential Checks before Acceptance of a Case for Registration
Before a case for registration is finalized and put up to DG(MP) for his approval, following reports must be obtained from the authorities concerned in respect of the applicant firms depending on the type of registration applied for:-
- Security Clearance. As per existing procedure given in Section 30, dealing with security clearance.
- Report on Financial Position of the Firms. The financial position of all firms will be ascertained in order to assess their financial stability and the extent to which they can execute Government contracts. The firms will be required to submit the following information:-
- (1) Proprietary and Partnership Concerns
(a) Bank Statement. Showing transaction for the last three years.
(b) Bank Certificate. To be given by the bankers in confidence in a sealed envelope addressed to DGMP giving the pen picture of firm’s financial stability and standing in terms of definite figures.
- (2) Limited Concerns
(a) Bank Certificate as per (a), (b) above.
(b) Balance Sheet/Profit and Loss Account. To be duly audited and authenticated by an authorized chartered accountant.
- (1) Proprietary and Partnership Concerns
- Technical Report. Indigenous Manufacturers/Fabricators will be reported upon by a following technical team of DGMP, who will assess the capabilities of the firm concerned and recommend the firm for registration item wise giving details of items successfully manufactured by them. The firm shall also fill all the forms attached as Annex A to E:-
(1) DDMP(Tech)
(2) ADMP(IP)
(3) Project Officer (If applicable)
- Income Tax Certificate. To be obtained from Income Tax Department and provided to DGMP Showing the National Tax Number (NTN). The confirm of NTN will be obtained as per sample att as Annex F.
- In case the firm is already registered with any of the MoDP Establishments it will fwd a copy of registration letter to DGMP alongwith registration form. The firm will be registered without waiting for security clearance.

Types of Registration
Regular Registration
1. Desirous firms will apply on their letterhead giving scope of their business/products manufactured. The application would be addressed to DGMP asking for registration. A copy of Instructions for registration, Forms SVA-8121 and SVA-8121 A etc (samples attached at Annex C and D to Section 27), are issued at a non-refundable cost of Rs 1,000/. On receipt of forms duly filled by the firms, they are scrutinized for the following:-
- Accurate and complete entries of the blanks/columns.
- Bank draft of Rs. 10,000/- on account of registration fees in favour of DGMP.
- Bank statement with a summary of transactions of major accounts for last three years.
- A certificate from their bankers that the firm is financially sound.
- Memorandum of Article in case of Limited concerns.
- Partnership deed in case of Partnership firms.
- Evidence of movable/immovable property of all MDs, directors, partners and the individuals authorised to sign correspondence.
- Evidence of adherence to applicable Govt policies/Rules (Acts, Ordinances etc) and membership of Chambers of Commerce and Industries.
2. A new case is opened in the name of the firm giving it a number from the registration section series.
3. Firm is entered in the register maintained by registration section operating under ADMP (IP), which is arranged, in alphabetical order starting with the first letter of firm’s letterhead.
4. Copies of SVA 8121 and SVA-8121A/ SVA-8121B are forwarded to authorities for security clearance as per Section 30.
5. DDMP (Tech) alongwith ADMP Concerned and ADMP (IP) / (Tech Committee) shall carry out the physical inspection of the firm premises and make recommendations of the facilities available and specific items which the firm has the capability to produce/manufacture for approval of DG (MP). The firm shall also be asked to fill the Annexes att as Annex D & E to Section 27.
6. A registration case becomes complete for putting up to DG (MP) on a minute sheet when following information has been received in favour of the firm without any adverse comments:-
- Technical Report from Tech Committee of DGMP.
- Clearance from FS Team/Police as the case may be. In case the firm is already registered with any of the DP Div Establishment, Provisional Registration may be granted subject to final clearance.
- Bank statement and Bank certificate for Proprietor and Partnership concerns and bank certificate and auditors report in case of limited concerns.
- Agency agreement between the local agent firm and the foreign manufacturers/exporters (Applicable only to firms seeking registration as agent to foreign principals).
7. Letter of registration issued to the firms will be valid for three years from the date of its issue:-
- Technical Report from Tech Committee of DGMP.
- Clearance from FS Team/Police as the case may be. In case the firm is already registered with any of the DP Div Establishment, Provisional Registration may be granted subject to final clearance.
- Bank statement and Bank certificate for Proprietor and Partnership concerns and bank certificate and auditors report in case of limited concerns.
- Agency agreement between the local agent firm and the foreign manufacturers/exporters (Applicable only to firms seeking registration as agent to foreign principals).
8. In case of any additional indexation desired with respect to items manufactured by a registered firm, they would submit a Bank draft of Rs. 2,000/- as indexation fees in favour of DGMP for every fresh indexation at a time.
Provisional Registration
1. Provisional Registration against Particular Contract. This is meant for urgent cases only when the unregistered firms are not able to meet the registration requirements but DMPs are desirous of concluding contracts. Provisional registration may be granted for a particular contract on the recommendation of the DMP concerned and upon approval of DG (MP).
2. Provisional Registration pending FS Team/Police Verification. This is meant for cases where the firm has completed all formalities but FS Team/Police Verification is awaited.
Renewal of Firm Registration
The firm’s registration is renewed after every three years. Following procedure is adopted:-
- The firm submits a Bank draft of Rs. 15,000/- in favour of DGMP as renewal fee.
- The firm is also required to produce its performance record for the previous three years, with this Directorate General.
- If the performance report produced by the firm is doubtful then case will be brought to the notice of DG (MP) for discussion.
- If the past performance of the firm is considered satisfactory, then registration of the firm is renewed with the approval of Director General.
- If, however, the firm is registered for stores of which less than ten tenders have been invited, this may be dispensed with provided the firm actively responded to it.
